What would you think upon seeing this?

It is a dry sunny day and there are no bodies of water within reasonable walking distance. You see a woman totally drenched from head to feet, carrying her shoes, walking down the side of the road and looking extremely upset.

The local kids got her with a few water balloons.
Carrying the shoes because she just got done chasing them down and beating some sense into them. (can't run easily in heels)

You can if you stay on the balls of your feel. * grin *

Just because I can't see a body of water doesn't mean there aren't ample sources of water, including tubs, buckets, and hoses, nearby. I would think maybe someone dumped water on her. I might ask if she was ok or needed some help.

Super Soaker?

I might assume she was suffering from some serious mental health or addiction issue.

Someone played a "prank" on her pouring a bucket of water on her and now she's pissed.

mmmmm that she fell into a body of water? (I read your caveat, but i couldn't say i KNEW for 100% fact there was no body of water within walking distance?) or some incident with a water hose? or swimming pool?

Possibly a woman on a walk, become too warm, took her water thermos, or bag of water, and drenched herself.
